If the school service is run as a contract issued by Worcestershire County Council it is probably written into the contract that a vehicle with seatbelts must be used. This is WCC policy so most are. If the service is run commercially then it is up the the operator what vehicle they use.

Really Diamond ticket machines should have it built in that if a Connecta ticket is cheaper for the passengers needs, then that should be offered. It is not in their best interest to do this.
